All drains in Lynchburg pour directly into the James River and most of the time the water is murky and filled with lots of disgusting debris. The Lynchburg Art Council came up with Art Storm to help raise awareness about keeping our waters clean. To be an artist of one of the drains you have to submit your design and then the art council chooses whose design they want and where.
